Because of what God chose to do with the properties He has.

God used His omnipotence and omniscience to create creatures capable of independent thought -- humans.

God gave us independent wills, the ability to think and choose and determine our own destiny, to a great extent.

God saves everyone who wants to be saved.

But if someone uses their God-given will to reject God, they get to.

Why?

Because that's the gift God gave them.

If God violates our will whenever our will disagrees with Him, then we don't have an independent will at all. We wouldn't have any will at all.

And that's not what God wanted for us.

God didn't fail.

God succeeded in His goal of creating children in His image -- humans capable of independent thought, creativity, analytical thought, and so on.

Even when a human rejects God, they are using the gifts God gave them to do it.

Yes, God wants to save everyone.

But God also wants everyone to be able to make their own choice.

You said:

God certainly can save everyone.

Every single person who wants to be saved is saved.

To put it another way: God's power is always sufficient to save everyone who wants to be saved. There is never a case where God's power is insufficient to save someone.

But if a person determines to reject God, He lets them.

There are two things God wants: He wants us to have independent wills and minds, and He wants us to choose Him.

The first God clearly accomplished. We have independent wills and minds.

The second isn't something God can force. You can't force someone to make a free choice, anymore than you can have a square circle.
