God created humans with the ability to think, analyze, and choose.

Any genuine ability to choose means that we will have the ability to choose wrongly.

Any wrong choice can be termed a "flaw," if you want to call it that. A person who constantly chooses wrong could be called "flawed," if you want to call them that.

But they also have the ability to choose rightly.

Which means they aren't trapped in their flaws. They can choose their way out of them.

If they lack the power to do this themselves, they can ask Jesus to be their Lord, to be their God. When they do, He fills them with His Holy Spirit, with His power inside them. That power enables them to make choices they would be too afraid or too weak to commit to on their own.

You said:

"Why do governments make law-abiding people and criminals?"

Governments can do that?

Of course not. That's the point. The absurdity of the example highlights the absurdity of complaining that bad things exist along with good.
